What's Open at PV Paradise Valley Mall Right Now

"By this time next year, this will be a dramatically different place." Jeff Moloznik, a senior vice president at RED Development, said that to Axios Phoenix back in April. He was talking about PV, the redevelopment rising on the old Paradise Valley Mall site at Cactus Road and Tatum Boulevard, just over the line in Phoenix and close enough to feel like Paradise Valley's own front porch.

The thing worth sitting with is that Moloznik's sentence is still true today, four months later. It will be true again next April, and probably the April after that. PV is not building toward a ribbon-cutting. There is no single day when the whole thing opens and the coverage stops. If you live nearby and you are still waiting for the "grand opening" story, you are going to be waiting for a while.

The Half-Finished Math Nobody Puts in the Headline

Here is the number that reframes everything else: the site is 100 acres, and as of this spring, only about half of it was under construction or complete. Moloznik told Axios the full build-out will likely run to 2030. That is not a delay. That is the plan. Paradise Valley Mall opened in 1978 and closed in 2021, and what is replacing it is being assembled in phases over roughly a decade, not delivered whole.

That changes how you should read every "what's new at PV" list, including this one. A snapshot from six months ago is already out of date. A snapshot from six months from now will be out of date too. The useful posture for a resident is not to wait for the finished version. It is to check in every season and note what changed.

What You Can Walk Into Today

Some of this has been open long enough that it barely reads as news anymore, which is its own kind of proof that the project is real.

The Whole Foods is worth a second look, because it is not a generic swap. The Phoenix New Times reported the new store spans more than 50,000 square feet and carries more than 330 items grown or made in Arizona, including produce from Duncan Family Farms, milk from Danzeisen Dairy, and flour from Hayden Flour Mills. It replaced the smaller location near Shea and Tatum that had served the area for 22 years. That is a genuine upgrade in what the neighborhood can buy without driving further, not just a bigger box with the same shelves.

The Auto Shop That Became a Wine Bar

The best evidence that PV is a real transformation and not a rebrand sits in the old Sears Auto Center on Tatum Boulevard near Paradise Village Parkway. It is now Trevor's Liquor, a 14,000-square-foot space that functions as far more than a bottle shop. Beyond the boutique liquor selection, it has a full-service bar, a pizzeria, a golf simulator, a cigar lounge, and a dog-friendly patio.

Moloznik described the conversion to ABC15 in terms that get at why this one stands out among the openings: the exterior still carries incorporated elements from the old tire and battery shop, so you can see the building's former life even as it functions completely differently now. That kind of adaptive reuse is harder to pull off than a ground-up build, and it is the detail that tells you this developer is trying to keep some texture rather than scraping the site to a blank slate.

What Lands This Month

If you are reading this the week it publishes, the next arrival is close enough to put on the calendar. Harry & Izzy's, the Indianapolis grill and sister restaurant to the century-old St. Elmo Steak House, opens August 26, according to its own location page. This is Huse Culinary's first restaurant outside Indiana, an 8,300-square-foot building with a 2,400-square-foot patio and seating for 340, per AZ Big Media. The menu carries over the St. Elmo shrimp cocktail that made the original famous.

Cala's second location is also targeted for this year, going in just west of Blanco Reserva. The chef told Phoenix New Times he initially joked they might open a "Mediterranean corndog joint" at the new spot before settling on an elevated version of the coastal European menu that made the original, inside Senna House Hotel in Scottsdale, a regular reservation for locals since 2022.

The Vig, a Valley staple that started in Arcadia nearly twenty years ago, is building its eighth location here around an outdoor patio with a semi-private desert garden. Too Sweet Cakes, the Bend, Oregon bakery that owner Shelbi Geyer expanded into Gilbert and Phoenix, is aiming to open just north of Cala with a walk-up coffee window and a menu built around croissants and its signature hundred-layer cronuts.

The Park Is Doing the Work

None of the restaurants would matter as much without the Park at PV, the green space on the site's eastern edge that Moloznik has called the pedestrian core of the whole property. Harry & Izzy's sits at its northeast corner, Blanco Reserva borders it to the west, and the space is built to host live music and events, not just serve as a walkway between storefronts.

The fitness and beauty layer is filling in around that core. Life Time Paradise Valley opened in early May with pilates and yoga studios, a spa, pickleball courts, and a rooftop pool club, its eighth Arizona location. Helios Pilates, a San Diego studio making its third Arizona appearance, is targeting next year. FACE Foundrie and Zara Nail Bar round out the beauty concepts arriving on a similar timeline. Life Time is also building Life Time Living, a residential tower integrated with the club, expected to finish in 2027.

Reading PV Like Someone Who Lives Near It

The mistake would be treating this list as a finished picture. It is not. Harry & Izzy's, The Vig, Cala's second location, and Too Sweet Cakes were all announced together back in spring 2025 as a single wave, and Phoenix New Times was still describing three of the four as "on the way" as recently as this April. Harry & Izzy's is the first of that batch to land with a firm date. The other three will arrive on their own schedules before the year is out, or slip into next year, the way construction timelines tend to do. As of last year, the developer was also still pursuing a seafood concept and a breakfast spot for space that has not been announced yet.

If you live near PV, the useful habit is not refreshing a single list waiting for it to be complete. It is checking back every season, the way you would with a neighbor's long renovation, noting what changed since the last time you walked through. Right now, that means a Whole Foods stocked with Arizona-grown groceries, a converted auto shop with a golf simulator and a dog patio, and a St. Elmo-lineage steakhouse opening later this month. Next year it will mean something else, and that is the point.
